Robustness has long been recognized as an important parameter for evaluating game-theoretic results, but talk of ‘robustness’ generally remains vague. What we offer here is a graphic measure for a particular kind of robustness (‘matrix robustness’), using a three-dimensional display of the universe of 2 × 2 game theory. In such a measure specific games appear as specific volumes (Prisoner’s Dilemma, Stag Hunt, etc.), allowing a graphic image of the extent of particular game-theoretic effects in terms of those games. SUMMARYDuring the years he was involved in French parliamentary politics, Alexis de Tocqueville was obsessed with the issue of political corruption. This article presents the first sustained analysis of Tocqueville’s speeches and writings on French corruption. It examines Tocqueville’s initial encounter with corruption during his run for parliamentary office, his sophisticated account of the sources of corruption, and his strategies for reforming French politics. The article contends that taking seriously Tocqueville’s struggle against corruption has the effect of complicating several conventional (...) interpretations of his thought. In his speeches and writings on corruption Tocqueville shows himself remarkably willing to compromise with, even to work with, centralisation. And he argues that in a nation like France which lacks substantial local self-government, a vibrant parliamentary politics could be an effective means for promoting energetic civic participation. For eighteenth- and nineteenth-century authors such as Burke, Constant, and Mill, a powerful representative assembly that freely deliberated and controlled the executive was the defining institution of a liberal state. Yet these figures also feared that representative assemblies were susceptible to usurpation, gridlock, and corruption. Parliamentarism was their answer to this dilemma: a constitutional model that enabled a nation to be truly governed by a representative assembly. Offering novel interpretations of canonical liberal authors, this history of liberal political ideas suggests (...) a new paradigm for interpreting the development of modern political thought, inspiring fresh perspectives on historical issues from the eighteenth to early twentieth centuries. In doing so, Selinger suggests the wider significance of parliament and the theory of parliamentarism in the development of European political thought, revealing how contemporary democratic theory, and indeed the challenges facing representative government today, are historically indebted to classical parliamentarism. For nearly half a century John Stuart Mill was a major critic of the forms of electoral corruption prevalent in Victorian England. Yet this political commitment has been largely overlooked by scholars. This article offers the first synoptic account of Mill’s writings against corruption. It argues that Mill’s opposition to corruption was not accidental or temperamental, but sprung from fundamental principles of his political thought. It also shows that Mill’s opposition to electoral corruption put him at odds with other leading (...) liberal thinkers of his era, who thought that the existing ways in which wealth influenced elections had positive effects – or at the very least that they did not impede a healthy electoral contest from taking place. Mill’s fervent intent to eliminate corruption also distinguishes him from many liberal theorists today, who either do not write about electoral corruption, or consider it an issue to be managed and lived-with. Reflecting on Mill’s political thought alongside other liberal thinkers raises the question of whether liberal states can draw a definitive line between prevalent forms of corruption and legitimate modes of political action, and eliminate the former, or whether we must regard corruption as among the constitutive dilemmas of a liberal politics. SummaryThis article offers a novel and comprehensive account of Walter Bagehot's political thought. It ties together an interpretation of Bagehot's liberal commitment to norms of discussion and deliberation, with an analysis of Bagehot's extensive arguments about the institutions of representative government. We show how Bagehot's opposition to American-style presidentialism, to parliamentary democracy, and to proportional representation were profoundly shaped by his conceptions of government by discussion, and the rule of public opinion. Bagehot's criticisms of English parliamentarianism, both of its pre-1832 (...) and post-1832 varieties were also motivated by those principles, as was his own proposal for parliamentary reform. By examining the whole range of Bagehot's writings on representative government and by connecting his institutional recommendations to his liberal principles, we are also able to better clarify Bagehot's position in Victorian political thought. The article concludes with a discussion of the debate leading up to the Second Reform Act, in which we elucidate Bagehot's disagreements with other prominent exponents of liberalism including John Stuart Mill, the “university liberals,” and Robert Lowe. This article recovers a largely forgotten and quite surprising argument about the origins of political liberty in Britain: that the Norman Conquest, by making possible an extremely powerful absolute monarchy, paradoxically set in motion the historical process which would later lead to the emergence of limited constitutional monarchy. The article shows how the eighteenth-century writer Jean Louis de Lolme initially made this argument to explain the divergent constitutional orders of Britain and France. De Lolme’s hypothesis was then taken up by (...) numerous historians and political theorists. François Guizot and his fellow Doctrinaires, Alexis de Tocqueville, and John Stuart Mill were among the writers who further developed his historical explanation of the British constitution. The liberal philosophy of history in the nineteenth century sprang from De Lolme's account of how absolute monarchy leads paradoxically to constitutional liberty. (shrink)

In Feb. 2022 Sungho Kimlee passed away. In his memory, we present this revised and abridged version of a portion of his dissertation, Factions and Orders: from Machiavelli to Madison. Sungho summarized the work as follows: “Since antiquity, thinkers have held that every society consists of two hostile orders – the few and the many. But they have disagreed on the proper method for defusing this civic divide, and their various proposed remedies can be classified into three approaches. The first (...) approach aims to eliminate the division between the rich and the poor by abolishing private property. Plato’s Republic inaugurated this method, which was later embraced with ambivalence by Thomas More and vigorously defended by Karl Marx. The second approach merely aims to contain the harmful effects of the binary civic divide. Plato proposed two methods for accomplishing this in the Laws: Plutarch championed the first method, and Aristotle the second. My dissertation traces the genealogy of the third approach – the method of supplanting the binary civic divide with more numerous divisions. This oft-neglected method was pioneered by Rousseau, who prescribed the creation of artificial divisions by the state as a remedy for majority factions. (shrink)

This article recovers Claude Lefort’s engagement with the issue of populism, which was inspired by the emergence of Jean-Marie Le Pen as a major figure in French politics during the late 1980s. I show how Lefort developed both an analysis of populism as a pathology of modern politics and a new vision of representative democracy as the alternative to populism. In doing so, Lefort drew upon his more familiar theory of democracy and totalitarianism, his study of the history of French (...) political thought, and his partnership with Pierre Ronsanvallon, who was also developing an analysis of populism in response to Le Pen. Lefort’s approach to populism has outlived the context in which he first expressed it. Over the last decade, a number of prominent political theorists have drawn on Lefortian themes to formulate their own accounts of populism and democracy. In many cases, their arguments are quite similar to those that Lefort was expressing in the late 1980s and 1990s. A particular version of Lefortianism, which was foreshadowed in the writings of Lefort himself, has become one of the defining democratic theories of our political moment. (shrink)

One obstacle faced by proposals of retrocausal influences in quantum mechanics is the perceived high conceptual cost of making such a proposal. I assemble here a metaphysical picture consistent with the possibility of retrocausality and not precluded by the known physical structure of our reality. This picture employs two relatively well-established positions—the block universe model of time and the interventionist account of causation—and requires the dismantling of our ordinary asymmetric causal intuition and our ordinary intuition about epistemic access to the (...) past. The picture is then built upon an existing model of agent deliberation that permits us to strike a harmony between our causal intuitions and the fixity of the block universe view. I conclude that given the right mix of these reasonable metaphysical and epistemological ingredients there is no conceptual cost to such a retrocausal picture of quantum mechanics. (shrink)

In this four part exchange, Evan Selinger starts by stating that Collins’s empirical evidence in respect of linguistic socialization and its bearing on artificial intelligence and expertise is valuable; it advances philosophical and sociological understanding of the relationship between knowledge and language. Nevertheless, he argues that Collins mischaracterizes the data under review and thereby misrepresents how knowledge is acquired and understates the extent to which expert knowers are embodied. Selinger reconstructs the case for the importance of the (...) body in the initial acquisition of language and challenges Collins to show how a disembodied entity could become fluent in any language at all.Collins responds by accepting that his approach does not demonstrate quite as much about the irrelevance of the body as he thought it did but that even though he accepts all of Selinger’s claims, ‘the body’ as needed by the philosophical approach set out by Selinger is still a vestigial thing. Because wicked problems are beyond the scope of normal, industrial-age engineering science, sustainability problems will require reform of current engineering science and technology practices. We assert that, while pluralism concerning use of the term sustainability is likely to persist, universities should continue to cultivate research and education programs specifically devoted to sustainable engineering science, an enterprise that is formally demarcated from business-as-usual and systems optimization approaches. Advancing sustainable engineering science requires a shift in orientation away from reductionism and intellectual specialization (...) towards integrative approaches to science, education, and technology that: draw upon an ethical awareness that extends beyond the usual bounds of professional ethics or responsible conduct of research to include macroethics, adopt anticipatory and adaptive approaches to unintended consequences resulting from technological innovation that result in more resilient systems, and cultivate interactional expertise to facilitate cross-disciplinary exchange. Unfortunately, existing education and research training programs are ill-equipped to prepare scientists and engineers to operate effectively in a wicked problems milieu. Therefore, it is essential to create new programs of graduate education that will train scientists and engineers to become sustainable engineering science experts equipped to recognize and grapple with the macro-ethical, adaptive, and cross-disciplinary challenges embedded in their technical research and development programs. We claim that the moral acceptability of nudges hinges in part on whether they can provide an account of the competence required to offer nudges, an account that would serve to warrant our general trust in choice architects. What needs to be considered, on a methodological level, is whether they have clarified the competence required for choice (...) architects to prompt subtly our behaviour toward making choices that are in our best interest from our own perspectives. We argue that, among other features, an account of the competence required to offer nudges would have to clarify why it is reasonable to expect that choice architects can understand the constraints imposed by semantic variance. Semantic variance refers to the diverse perceptions of meaning, tied to differences in identity and context, that influence how users interpret nudges. We conclude by suggesting that choice architects can grasp semantic variance if Thaler and Sunstein’s approach to design is compatible with insights about meaning expressed in science and technology studies and the philosophy of technology. This paper is a critical examination of Harry Collins's investigation into a third form of knowledge, “interactional expertise.” We argue that although Collins makes a genuine contribution to the phenomenological literature on expertise, his account requires further critical evaluation and response due to pragmatic and ontological considerations. We contend that by refining (in some questionable ways) the category of interactional expertise so as to create epistemological equivalence between activists, sociologists, critics, journalists, and some science administrators, Collins potentially undermines the value (...) that a more rigorously construed concept of interactional expertise might have. We further show that Collins misunderstands the nature of embodiment in a way that is exacerbated by the sociological perspective that he adopts. (shrink)

One of us coined the notion of an “epistemology engine.” The idea is that some particular technology in its workings and use is seen suggestively as a metaphor for the human subject and often for the production of knowledge itself. In this essay, we further develop the conceptand claim that Merleau-Ponty’s phenomenological commitments, although suggestive, did not lead him to appreciate the epistemological value of materiality. This paper examines a specific appeal to philosophical anthropology—Andy Clark's—and the role it plays in shaping his account of our fundamental cyborg humanity." By focusing on the theme of embodiment, we also inquire into how phenomenology might benefit from Clark's account as well as how Clark's account might benefit from further engagement with phenomenology. Throughout, we explore inter- and intra-disciplinary questions that highlight the contribution the philosophy of technology can make to our understanding of embodiment and philosophical anthropology.

The purpose of this essay is to: (1) detail how recent trends in philosophical theory have made it possible for philosophers of technology to critically discuss technology transfer; (2) demonstrate that economic standards of assessment are conducive to obscuring the hidden tradeoffs that technological practices, such as mobile phone use in Bangladesh, can engender; and (3) provide the basis of an alternative model that can reflexively addresses dimensions of technology transfer that neo-classical economic accounts occlude.

Recent sociological/philosophical treatments of expertise, best represented by the work of Steve Fuller, attempt to (1) reduce displays of expertise to sophistic exercises of discretionary power, and (2) refute the claim that because laypeople are epistemically inferior to experts, it is rational to defer to an expert's opinion rather than making up one's own mind. But upon inspection, Fuller fails to provide reasonable grounds for liberating laypeople from the tyranny of cognitive authoritarianism. We argue a main but underappreciated reason why the Facebook emotional contagion experiment is ethically problematic is that it co-opted user data in a way that violated identity-based norms and exploited the vulnerability of those disclosing on social media who are unable to control how personal information is presented in this technologically mediated environment.

Richard Thaler and Cass Sunstein (2008) contend that mandated choice is the most practical nudge for increasing organ donation. We argue that they are wrong, and their mistake results from failing to appreciate how perceptions of meaning can influence people's responses to nudges. We favor a policy of default to donation that is subject to immediate family veto power, includes options for people to opt out (and be educated on how to do so), and emphasizes the role of organ procurement (...) organizations and in-house transplant donation coordinators creating better environments for increasing the supply of organs and tissues obtained from cadavers. This policy will provide better opportunities for offering nudges in contexts where in-house coordinators work with families. We conclude by arguing that nudges can be introduced ethically and effectively into these contexts only if nudge designers collaborate with in-house coordinators and stakeholders. (shrink)
